Post is actually step by step procedure of creating DVR system working with two external networks been built via flat network provider. Question which several times was raised up at ask.openstack.org, however was not addressed properly.

Now start two OVS bridges and two OVS ports ( eth2 belongs public1,
eth3 belongs public2 ) via script start.sh
*******************************************************************************
#!/bin/bash -x
chkconfig network on ;
systemctl stop NetworkManager ;
systemctl disable NetworkManager ;
service network restart

When done tune DVR configs per "RDO Liberty DVR Neutron workflow on CentOS 7.2"  https://www.linux.com/community/blogs/133-general-linux/859376-rdo-liberty-rc2-dvr-neutron-workflow-on-centos-71
